Pay Grade:                                                   15

I.              JOB SUMMARY Under direct supervision of the City Secretary/Assistant Court Administrator. Performs clerical and quasi-judicial administrative functions necessary to support the Municipal Court, requiring knowledge of Municipal Court procedures and traffic laws.  Provides support to the Warrant Officer and Court Clerk II in their functions of administering justice. Has extensive public contact requiring judgment, initiative, discretion, and tact.

Ability to handle multiple tasks simultaneously.  Must have effective communication skills, ability to work in fast-paced, high stress environment, and deal with conflict. Must have cash handling experience  Preference will be given to a candidate that has experience with Municipal Court procedures and Incode software.  Spanish language skills are a plus. II.         JOB REQUIREMENTS:

A.        EDUCATION AND/OR EXPERIENCE:  Must have a high school diploma or a GED; six months related experience and/or training preferred. 

B.        CERTIFICATES, LICENSES, REGISTRATIONS:  Possess 32 Hour New                Clerk training through Texas Municipal Court Education Center (TMCEC)

           and obtain Court Clerk Level I Certification within first year of employment. Ability to obtain Notary Public Certificate within first year of employment.

C.        CONTINUING EDUCATION:  Attendance of programs provided by the Texas Municipal Court Education Center (TMCEC) for continuing education.

D.        SKILLS:

  • 1.         READING: Ability to read and comprehend simple to complex instructions, including but not limited to: laws and ordinances, technical reports, manuals, correspondence and memos, office communications, legal opinions, policies and procedures.

2.         WRITING: Ability to communicate effectively in writing.

3.         MATH: Operation of calculator and computer.

4.         REASONING: Ability to apply common sense understanding to carry out instructions. Ability to deal with standardized situations with occasional variables. Ability to discern when other parties need to be involved in validating priorities.  Skill in organizing resources and establishing priorities.

5.         SPEAKING: Effective verbal communication skills required.

6.         INTERPERSONAL: Ability to interact with staff, the general public, Mayor, City Council, Judge, Prosecutor, Clear verbal communication skills required.

7.         OTHER JOB SKILLS: Skill in the use of computers and computer                           networks

III.                    JOB DUTIES/ESSENTIAL JOB FUNCTIONS:

A.        Provide and assist public, either in person or by telephone, with  information on status of citations, compliance dismissals, requests for continuance, and warrants.

                      B.       Receives and processes daily payments on citations, payment          plans, deferred dispositions, and/or warrants.

C.        Processes mail received by the Municipal Court related to      warrants.

                      D.       Processes Cash Bonds and PR Bonds for warrants of arrest.

                        E.        Prepares notices and warrants for “Failure to Appear” in Municipal                                       Court and monitors warrants files.

F.         Attends all Municipal Court Sessions.

                     G.       Creates and maintains all warrants and capias pro fine Warrants

                     H.        Issue Out of State Violator Compact

                      I.          Follows up on defendants with outstanding balances owed

                     J.         Sends balance due letters to defendants that have defaulted on                                           payment agreements.

                    

K.        Issues show cause hearings for defendants with past due                                          balances

                     L.         Maps out geographic location of warrants for Warrant Officer

                     M.        Communicates with Warrant Officer Warrant Activity

                     N.         Tracks all warrant activity

                     O.         Creates warrant officer monthly report

                     P.         Process Bonds and PR Bonds

                     Q.         Sends Warrants to Omni

                     R.        Updates Omni System of Changes relating to Warrants

                     S.         Files and maintains filing system of all warrants

                     T.         Assists in support of the Municipal Court with any other duties as assigned.

          U.     Prepares Administration Reception area and Council Chamber for all Municipal Court Sessions.

IV.       OTHER JOB FUNCTIONS:

A.         Receive telephone calls and visitors; ascertain nature of business, answer broad spectrum of questions, resolve problems and/or take appropriate action for their resolution, direct calls and visitors to appropriate person for disposition.

B.         Process online payments.

C.         Notarizes documents for customers

D.         Operate all standard type of office equipment.

  • V.        WORKING CONDITIONS AND JOB DEMANDS: Work may, on occasion,            involve exposure to unusual elements, such as extreme temperatures, dirt, dust,   fumes, smoke, unpleasant odors, and/or loud noises. Work environment involves   minimal exposure to physical risks, such as operating dangerous equipment or working with chemicals.
