    SUMMARY Ensures the efficient and accurate operation of the City's court by performing clerical duties in a timely and adequate manner.

    Deputy & Senior:

    ·         Reviews and processes performed community service hours or non-cash requests; ensures information is recorded in multi-data systems.    

    ·         Provides quality customer service to Municipal Court customers by explaining court procedures and driver’s safety courses.

    ·         Assists the public in person and by phone and may interpret for Spanish-speaking defendants.

    ·         Records and processes mail. 

    ·         Ensures the effective coordination of Municipal Court operations to team and other City departments by communicating effectively on problems and issues.

    ·         Performs other duties as assigned.

    Knowledge of:

    ·         Clerical procedures of processing, recording, and preparing legal documents, records, and reports related to court operations.

    ·         City ordinances, court procedures, and legislation pertinent to clerical work

    Skill in:

    ·         Establishing and maintaining effective working relationships with other employees, outside agencies, and the general public.

    ·         Using computers and related software programs.

    ·         Exercising discretion in confidential matters.

    ·         Communicating effectively, both orally and in writing.

    ·         Reads TMCEC clerk manual, memoranda, legislation, and educational materials.

    Deputy:

    ·     Responsible for warrant administration by sending notices, preparing court documents recalling warrants as necessary, and ensuring accurate information is sent to DPS for the Failure to Appear program.

    ·     Responsible for accurate court disposition and fine records by collecting payments, posting correctly to the court system, and balancing a cash drawer and depositing collections, following the established cashiering procedures; records and processes mail.

    ·     Captures documents in a document imaging system to maximize productivity and provide efficient retrieval of information. 

    ·     Assists with the coordination of docket processing by setting and reviewing case information, sending notices, preparing summons or subpoenas, preparing court documents, and providing assistance to judge and prosecutor.

    ·     Executes and transcribes court dockets and records dispositions. 

    ·     Acts as liaison between police, jail, and judge to make arrangements for the judge to provide magistration to persons jailed on MC warrants. 

    ·     Stays abreast of legislature and court procedures and training related to court duties.

    Senior:

    ·     Designs and implements systems and procedures under Municipal Court guidelines to ensure uniform and accurate docket settings, docket notifications, processing applicable forms, processing summons or subpoenas, coordinating courtroom activity, system updating, compliance case monitoring, and quality control.

    • Responsible for warrant administration by issuing summons, capias, and arrest warrants, recalling warrants as necessary, and ensuring accurate information is sent to DPS for the Failure to Appear program.

    ·     Oversees the deputy clerks and customer service reps who are responsible for accurate court disposition and fine records by collecting payments, posting correctly to the court system, balancing a cash drawer, and depositing collections daily.  Ensures proper segregation of duties and verification of work being done.

    ·     Prioritize and coordinate work assignments, and review processes for efficiency. 

    ·     Serves as Team Lead on completing daily tasks, along with special projects, and meeting deadlines. 

    ·     Ensures the front office is adequately staffed to promote good customer service.

    ·     Collects payments, posts correctly to the court system, balances a cash drawer and deposits collections, and follows the established cashiering procedures; prepares daily bank deposits for the department.

    ·     Develops and maintains working relationships with the county, other courts, school officials, community service organizations, and city departments to develop and implement collaborative youth services, including community service options. 

    ·     Researches, compiles, records, and files a wide variety of court records, reports, and materials including citations, summons, warrants, letters, required reports, and complaints. 

    ·     Assists juvenile/minor offenders for alternative sentencing options to include community resources such as, but not limited to; local, state, and federal agencies; school resources, and nonprofit agencies.

    ·     Assists Court Clerk by providing accurate and timely data to prepare monthly reports.

    ·     Assists the Teen Court Program.

    MINIMUM QUALIFICATIONS: 

    Education, training, and Experience Guidelines

    • High school diploma or equivalent.  OR Any equivalent combination of experience, training and/or education that provides the required knowledge, skills, and abilities.
    • Valid Class C Texas Driver’s License.

    Deputy:

    • One (1) year of full-time experience as a court clerk in a computerized system. 
    • Must obtain a Court Clerk Certificate within one (1) year.

    Senior:

    • Three (3) years of full-time experience as a court clerk. 
    • Level 1 Court Clerk certification and required annual training to maintain certification.

    Juvenile Case Manager/Deputy Court Clerk

    PRIMARY DUTY:

    The purpose of this position is to provide clerical, administrative, and quasi-judicial services through assistance in all facets of the operations of the Municipal Court including court in administering the court’s juvenile dockets and supervising the court orders in cases involving juvenile offenders.     • Learns, correctly interprets, and applies the laws, codes, policies and procedures related to the processing of court documents; 
    • Processes paperwork from the jail including bonds, payments in full, credit for time served requests;
    • Understands the organization, procedures and operating details of a municipal court system;
    • Operates a computer terminal and printer to type, enter, modify and retrieve a wide variety of court documents, reports, records, letters and other material;
    • Processes documents required by the Municipal Court;
    • Sorts, files, copies and distributes mail, correspondence, court documents and reports to appropriate personnel;
    • Assists with the courtroom docket on a weekly basis, verifying scheduling, researching cases, preparing paperwork and documenting outcomes on cases called before the judge;
    • Processes incoming jurors for jury trials;
    • Processes paper work required by law for cases appealed to a higher court;
    • Attends seminars to continue education;
    • Processes court payments on citations and prepares receipts;

    Acceptable Experience, Training, Certifications and Licenses

    High School Diploma or the equivalent, and
    Two (2) years clerical work experience requiring public contact; or
    Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
    Previous court experience preferred. 

    Texas Municipal Court Clerk Certification, Level I or the ability to obtain this certification within two (2) years of hire.

    Pay Plan

    Position Summary:

    Under general supervision, manages all non-judicial functions for the Municipal Court and staff by setting trial dates, reviewing cases, aiding in the development of the departmental budget, and preparing reports.

    $45,779 - $49,299 annually, (DOQ) depending on qualifications.  Step increase after successful six month probation.

    Duties, Functions and Responsibilities

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    1. Responds to customers regarding legal options to satisfy cases, including fines, trials or hearings, drivers safety, deferred dispositions, warrants, extensions, jail bond outs, posting of bonds, filing motions and others as appropriate to criminal and administrative case types.
    2. Updates case files in the Court’s case management system as contact is made with customers, judges, prosecutors, defense attorneys, witnesses and others.
    3. Applies payments as appropriate, balances cash drawers, and prepares deposits of considerable amounts of money daily. Reviews financial information and applications to negotiate with customers to set-up payment plans to include weekly monitoring.
    4. Coordinates with prosecutors and police officers their availability to schedule hearings, trials and appearances on dockets.
    5. Prepares official court documents to prepare for court cases. Prepares cases for transfer to other courts as appropriate. Contacts defendants, prosecutors, defense attorneys, officers and others regarding court appearances and non-compliance issues. Researches names, addresses and telephone numbers of defendants using various databases to facilitate contact and case compliance.
    6. Assists judge in courtroom, monitors and attends to juror needs, coordinate courtroom activity (including maintaining order).
    7. Generates complaints (official charging instruments), prepares summons and subpoenas, and prepare paperwork such as defendants histories for use at appearance docket.
    8. Monitors cases for compliance, process cases in accordance with legal requirements, and prepares documentation for judges and prosecutors, including warrant of arrest.
    9. Compiles data/information, tracks and monitors for performance measures and/or reports;
    10. Investigates and recommends resolution of procedural and operational problems.

    I.              JOB SUMMARY Under direct supervision of the City Secretary/Assistant Court Administrator. Performs clerical and quasi-judicial administrative functions necessary to support the Municipal Court, requiring knowledge of Municipal Court procedures and traffic laws.  Provides support to the Warrant Officer and Court Clerk II in their functions of administering justice. Has extensive public contact requiring judgment, initiative, discretion, and tact.

    Ability to handle multiple tasks simultaneously.  Must have effective communication skills, ability to work in fast-paced, high stress environment, and deal with conflict. Must have cash handling experience  Preference will be given to a candidate that has experience with Municipal Court procedures and Incode software.  Spanish language skills are a plus.     A.        EDUCATION AND/OR EXPERIENCE:  Must have a high school diploma or a GED; six months related experience and/or training preferred. 

    B.        CERTIFICATES, LICENSES, REGISTRATIONS:  Possess 32 Hour New                Clerk training through Texas Municipal Court Education Center (TMCEC)

               and obtain Court Clerk Level I Certification within first year of employment. Ability to obtain Notary Public Certificate within first year of employment.

    C.        CONTINUING EDUCATION:  Attendance of programs provided by the Texas Municipal Court Education Center (TMCEC) for continuing education.

    D.        SKILLS:

    • 1.         READING: Ability to read and comprehend simple to complex instructions, including but not limited to: laws and ordinances, technical reports, manuals, correspondence and memos, office communications, legal opinions, policies and procedures.

    2.         WRITING: Ability to communicate effectively in writing.
